| Hasn't it been proven that the cost in gallons of fuel/CO2 emissions just to build a new car are drastically higher than any "clunker" can pollute/guzzle in its lifetime? Maybe that study was challenged and I guess they could buy a used car (as stated) but even then there's other problems with the thought behind this :/
